Call for expression of interest

The Balkan Forum is seeking for experienced consultancy team(s) or individual(s) with a strong track record in each of the below thematic areas in the Western Balkans region to assist us with undertaking four separate regional briefings on:

  • Education – max 10 pages 
  • Energy – max 10 pages 
  • Tourism – max 10 pages 
  • Human capital/trade market – max 10 pages

Overall objective of the consultancy: is to make The BF’s Balkan Files a hub for information sharing on Education, Energy, Tourism and Human Capital/Trade Market, and on funding opportunities focusing on advancing regional cooperation in these areas. The briefing will help improve The BF’s outreach, information provision and awareness, and advocacy with policy/ decision-making circles.

Specific objective of the consultancy: is to undertake a brief analysis, drawing on existing and available documents - and the expertise of the consultant to: 1) map resources, initiatives, actors, 2) identify lessons learned; 3) explore opportunities and challenges, including evidence-based recommendations. Briefing(s) will also explore how accountability and governance issues in each country affect the progress and regional collaboration on each of the thematic areas.  

Deliverables:

An overview, briefing of a maximum ten pages each thematic area including a maximum one page of executive summary. The consultant(s) will also be available after the delivery of the above for purposes of clarification.

Consultancy period:

The duration of the consultancy is a maximum of 5 days between 25 September – 15 October 2017. The consultant(s) is responsible for recording the number of days worked.

Method: desk research – lit. review

Sources: cooperative agreements, strategies, laws, budgets, decisions, reports, surveys, analysis, policies, statistics, EC Progress Reports, projects by the U institutions, Government Institutions, World Bank (WB), European Bank for Reconstruction and Development (EBRD), OSCE, Statistics Agencies (international, national, local), UN agencies (UNDP, etc), Think-tanks, NGOs, International Organisations, businesses, etc.

Structure:

  • Executive summary (max 1 page)
  • Introduction (max 4 pages)
  • Facts and figures (max 4 pages)
  • Conclusions and recommendations (max 1 page)
     

Skills and competencies

  • 5 years’ experience in the thematic area(s) in which the consultant(s) express their interest: education, energy, tourism, human capital/trade market.
  • Demonstrable experience of producing high-quality, credible reports.
  • Excellent English written and verbal communications skills.
  • Sound knowledge of the thematic area and in-country, regional dynamics in the Western Balkans on the thematic area.
  • Albanian, Slavic languages skills a bonus.

Tendering process

The Balkan Forum is seeking four suitably qualified and experienced consultancy team(s) or individual(s) with a strong track record in the thematic area(s) in the Western Balkans region in which the consultant(s) express their interest: education, energy, tourism, human capital/trade market.  

The Balkan Forum invites expressions of interest from team(s) or individual(s) with the required skills and experience. The expression of interest should comprise:

  • An expression of interest (max 1 page) stating clearly one of the four thematic areas the application is made for.
  • Capacity and experience to meet the requirements of the ToR (short CV). If a team, then CV’s for all team members.
  • A broad outline of the approach that you would use (max 1 page).
  • Indicative budget (0.5 page) covering daily rate(s). Rates should be in EUR and inclusive of VAT.
